Are peptides proteins?

Peptides and proteins are the same class of molecule — chains of amino acids linked by peptide bonds. The distinction is length: under about 50 amino acids is called a peptide, longer is called a protein.

Yes and no. Chemically, peptides and proteins are the same class of molecule — polymers of amino acids joined by peptide bonds. The two words differ by convention rather than by any hard chemical boundary: a chain of 30 amino acids is a peptide; a chain of 300 is a protein; a chain of 50 sits in the transition zone where either term is used.

Biologically, the distinction is meaningful because shorter chains behave differently from longer ones. Peptides typically do not have complex three-dimensional folding — they are too short to form the elaborate tertiary structure that proteins do. This makes them easier to synthesise chemically (solid-phase peptide synthesis, developed by Bruce Merrifield and awarded the 1984 Nobel Prize in Chemistry, made peptide synthesis routine), easier to characterise structurally, and typically more chemically stable in some respects than folded proteins.

In pharmaceutical practice, the peptide/protein distinction matters for regulation. Peptides under 40 amino acids are historically regulated in the US as drugs under FDA authority; larger biological molecules (proteins) are regulated as biologics under different pathways. This regulatory boundary sometimes drives design choices — a candidate compound may be structured to stay under the 40-residue line to keep it in the drug-regulatory pathway.
